The district administration of Jhunjhunu organized Kisan Melas in Buhana and Nawalgarh blocks to apprise farmers about crop rotation, technologies for round-the-year green fodder availability under scare water conditions; and about Azolla farming.


he events provided a vital platform for farmers to discuss their challenges and for agricultural experts to disseminate information about improved practices and technologies.

The Kisan Melas were held in Buhana on 5th August and in Nawalgarh on 7th August, 2019; as a part of the Jal Shakti Abhiyan currently underway across the country.

Farmers raised the issue of ground water quality that has caused health problems among their families. In this context, the SDO, Mr. Jai Singh suggested that farmers harvest rain water at domestic level by building tankas for drinking water purposes.


On the issues of animals straying into their fields and other points raised, the Assistant Director, Agriculture, Chirawa, Dr. Mohar Dadarwal explained about schemes pertaining to cluster fencing, farm ponds, and plantation of fruit plants, asking farmers to avail of the schemes.

Participants were informed about various varieties of field and horticultural crops that perform better with less water; and scientific approaches for higher water use efficiency and ‘more crop per drop.’ They were also told about suitable management practices in vegetable and fruit production.

The Department of Drinking Water and Sanitation, Jal Shakti Mantralaya is committed to providing piped water supply to all rural households by 2024. Through an integrated approach to water adopted for the first time at a central level, the Department will take forward the management of demand and supply of water under a single umbrella. Much like the Swachh Bharat Mission did for sanitation, rational water use of water will be made a Jan Andolan (a people’s movement), with a strong emphasis on source sustainability through groundwater recharge, rainwater harvesting and greywater reuse. In this blog, we present stories of best practices from districts in the above areas, and also other water conservation efforts such as point recharge, de-silting of minor irrigation tanks, use of grey water for agriculture, etc.

1.# Cabinet approves extension/renewal of the extant Pharmaceuticals Purchase Policy (PPP) with the same terms and conditions : 20 Nov, 2019

#The Union Cabinet chaired by Prime Minister Shri Narendra Modi today approved extension/renewal of Pharmaceuticals Purchase Policy (PPP) for pharmaceutical Central Public Sector Undertakings (CPSUs) till their closure/strategic disinvestment.

#Major Impact :

Extension/renewal of the policy would help the pharma CPSUs in optimum utlilization of their existing facilities, enable them to generate revenues to pay salaries to their employees, help them in keeping the costly, sophisticated machinery in running condition resulting in higher return at the time of disposal in case of CPSUs under closure and better valuation in case of CPSUs under disinvestment.

#Background :

Pharmaceuticals Purchase Policy (PPP) was approved by the Cabinet on 30.10.2013 for a period of five years in respect of 103 medicines manufactured by pharma CPSUs and their subsidiaries.  The policy is applicable to purchases by Central/ State Government departments and their Public Sector Undertakings etc.  The pricing of the products is done by National Pharmaceutical Pricing Authority (NPPA).  The procuring entity can purchase from Pharma CPSUs and their subsidiaries subject to their meeting Good Manufacturing Practices (GMP) norms as per Schedule ‘M’ of the Drugs & Cosmetic Rules.  The term of the policy expired on 09.12.2018.

Meanwhile, Cabinet decided on 28.12.2016 to close Indian Drugs and Pharmaceutical Limited (IDPL) & Rajasthan Drugs and Pharmaceuticals Limited (RDPL) and strategically sell Hindustan Antibiotics Limited (HAL) & Bengal Chemicals and Pharmaceutical Limited (BCPL), after meeting their liabilities from proceeds of sale of their surplus land to government agencies. Subsequently, Cabinet has modified its decision on 17.07.2019 permitting to sell surplus land as per revised Department of Public Enterprises guidelines dated 14.06.2018.  Separately, Cabinet Committee on Economic Affairs (CCEA) decided on 01.11.2017 for disinvestment of 100% GOI equity in the fifth pharma CPSU, namely Karnataka Antibiotics & Pharmaceuticals Limited (KAPL).

It has been proposed to extend the policy till final closure/sale of pharma CPSUs.

2,#Cabinet approves the Patent Prosecution Highway programme : 20 Nov, 2019

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the proposal for adoption of Patent Prosecution Highway (PPH) programme by the Indian Patent Office (IPO) under the Controller General of Patents, Designs & Trade Marks, India (CGPDTM) with patent offices of various other interest countries or regions.

The said programme will initially commence between Japan Patent Office (JPO) and Indian Patent Office on pilot basis for a period of three years only.  Under this Pilot programme, Indian Patent Office may receive patent applications n certain specified technical fields only, namely, Electrical, Electronics, Computer Science, Information Technology, Physics, Civil, Mechanical, Textiles, Automobiles and Metallurgy while JPO may receive applications in all fields of technology.

PPH programme would lead to the following benefits for the Indian IP office:

Reduction in time to dispose patent applications.

Reduction in pendency of patent applications.

Improvement in quality of search and examination of patent applications.

An opportunity for Indian inventors including MSMEs and Start ups of India to get accelerated examination of their patent applications in Japan.

The ambit of the programme may be extended in future, as decided by the Commerce & Industry Minister.  The patent offices will frame their own guidelines for implementation of the programme.

3. #Cabinet approves establishment of the National Institute of Sowa Rigpa (NISR) at Leh : 20 Nov, 2019

The Union Cabinet chaired by Prime Minister Shri Narendra Modi today approved the establishment of the National Institute for Sowa-Rigpa in Leh as an autonomous organization under the Ministry of AYUSH and to create the post of Director in Level -14 (Rs.1,44,200-2,18,200/-)(Pre-revised Rs.37,000-67000/- +Grade Pay of Rs.10000/-) to oversee implementation of the project from the construction stage itself.

Consequent to the formation of Ladakh as Union Territory and for the promotion of native culture of Ladakh, it has been decided by the Government of India to promote Sowa-Rigpa system of medicine by establishing a National Institute of Sowa-Rigpa (NISR) at Leh, Union Territory of Ladakh at an estimated cost of Rs.47.25 crore.

Sowa-Rigpa is a Traditional Medical system of the Himalayan belt in India. It has been popularly practiced in Sikkim, Arunachal Pradesh, Darjeeling (West Bengal), Himachal Pradesh, Union Territory of Ladakh and now all over India.

The setting up of the National Institute of Sowa-Rigpa would provide an impetus for the revival of Sowa-Rigpa in the Indian Sub-continent. The Institute will also provide opportunities for students of Sowa-Rigpa not only in India but also from other countries.

The Institute will be an autonomous National Institute under Ministry of AYUSH with the mandate to undertake interdisciplinary education and research programmes in Sowa-Rigpa in collaboration with premier national and international Institutes and facilitate integration of different systems of medicine.

After setting up of NISR, the synergy among the existing Sowa Rigpa Institutions – Central University of Tibetan Studies. Sarnath, Varanasi and Central Institute of Buddhist Studies, Leh, Union Territory of Ladakh. which are under the administrative control of Ministry of Culture and NISR will be established.

This will facilitate quality education, scientific validation, quality control & standardization and safety evaluation of Sowa-Rigpa products, standardized Sowa-Rigpa based tertiary health delivery and to promote interdisciplinary research & education of Sowa-Rigpa at undergraduate, postgraduate and postdoctoral levels.

The National Institute of Sowa Rigpa would identify the best Sowa-Rigpa treatment – including their standard procedures-within the framework of traditional Sowa-Rigpa principle and possible co-relation with bio-molecular western medicine in providing health care facilities to the general public.

#Objective

The objective is to establish the National Institute of Sowa-Rigpa (NISR) as an apex Institute for Sowa-Rigpa with aim of bringing a valid and useful synergy between Traditional Wisdom of Sowa-Rigpa and modern science, tools and technology.  It will help to promote interdisciplinary research & education of Sowa-Rigpa.

Quest for Transparency :

Prime Minister Narendra Modi firmly believes that transparency and accountability are the two cornerstones of any pro-people government. Transparency and accountability not only connect the people closer to the government but also make them equal and integral part of the decision making process.

During his record 4 terms as Chief Minister Narendra Modi demonstrated strong commitment to an open and transparent government. Rules and policies were not framed in AC Chambers but among the people. Draft policies were put online for people to give their feedback and suggestions. At the same time, initiatives such as Garib Kalyan Melas ensured that fruits of development directly reach the poor without any red tape. Another example is model of ‘One Day Governance’ that focuses on providing time bound services to the citizens by leveraging the e-governance infrastructure. The main objective of this was to ensure provision of all Government-to-citizen services covered under the Citizens’ Charter.

The Nehru-Gandhi dynasty starts with the Mughal man named Ghiyasuddin Ghazi. He was the City Kotwal i.e. police officer of Delhi prior to the uprising of 1857, under the Mughal rule. After capturing Delhi in 1857, in the year of the mutiny, the British were slaughtering all Mughals everywhere. The British made a thorough search and killed every Mughal so that there were no future claimant to the throne of Delhi. The Hindus on the other hand were not targeted by the British unless isolated Hindus were found to be siding with the Mughals, due to past associations. The 13th volume of the “Encyclopedia of Indian War of Independence” (ISBN:81-261-3745-9) by M.K. Singh states it elaborately. The Government of India have been hiding this fact.
