#PM's comments during Special Discussion marking the 250th session of Rajya Sabha.

Prime Minister Shri Narendra Modi today spoke at a special discussion in the Upper House of Parliament marking the 250th session of Rajya Sabha.

Addressing the historic session, Prime Minister said that Rajya Sabha made significant contribution to the history of the country and that the house has also seen history being made. He added that the vision of the makers of Indian Constitution in creating a bicameral legislative framework has enriched our democracy.

Prime Minister said that Rajya Sabha is representative of India's diversity and is a reflection of India's federal structure. He said that Rajya Sabha never dissolves and its continuance in perpetuity makes the House eternal. Rajya Sabha provides an opportunity to those away from electoral politics to contribute to the nation and its development, PM added.


Prime Minister emphasized the role of Rajya Sabha in furthering the spirit of cooperative federalism as envisioned by the Constitution of India. 

He said Rajya Sabha has always risen to the occasion in the interest of nation. In this context, he mentioned about the role of Rajya Sabha in the passage of various important legislations dealing with GST, Triple Talaq and Article 370.

Recalling Shri Atal Bihari Vajpayee's words on the importance of Rajya Sabha, Prime Minister said that the Rajya Sabha must be a vibrant supportive house for national progress. He also recalled Dr. Balasaheb Ambedkar and his contributions towards national progress and development through the Upper House of Parliament.

Prime Minister appreciated the ethics displayed by certain Members of Parliament in adhering to parliamentary norms and effectively putting across their opinions without disrupting the functioning of the house. Much can be learnt from these practices, he added.


Reminding that Rajya Sabha is vital for the effective functioning of our democracy, Prime Minister said that the checks and balances provided by the Upper House should not be misused for clogging and blocking.

Prime Minister was addressing the Media before the commencement of the Winter Session of Parliament today. He praised the Rajya Sabha for playing a major role in putting India on the track of progress.

“Friends, this is the last session of Parliament for 2019 and also an important session as it is the 250th Session of the Rajya Sabha, which played a pivotal role in the development and progress of India” On 26th of November India would be observing its 70th Constitution Day. The Indian Constitution was adopted on the 26th of November 1949 marking the completion of 70 years this year.

Prime Minister said the Constitution as the great doctrine that upheld the Unity, Integrity and Diversity of India.

“On the 26th of November we are celebrating the 70th Constitution Day completing 70 years since the its adoption. This constitution upholds the country’s Unity, the country’s Integrity, India’s diversity. It encompasses in itself the beauty of India. And it is the driving force of the country. This session of Parliament should become a source of awareness to the public about the 70 years of our constitution”


Prime Minister appealed to all the MPs to actively and positively participate in various discussions as was the previous session, in order to help the country get the best out of their discussions, so that it can be used for the progress and welfare of the country. “Last few days we had the opportunity to meet the various leaders of almost all parties. This session, like the previous one which met immediately after the formation of the new government, should also involve the active and positive participation of all the MPs. The last session saw unprecedented achievements. I have to publicly acknowledge with pride that these achievements belong to neither the Government nor the treasury benches but to that of the whole Parliament; all the members are the rightful owners of these achievements.

I once again express my gratitude to all the MPs for their active participation and hope that this session also would with renewed vigour work for the progress of the country. We want a discussion on all issues and it is necessary we have great debates either for or against and use the best solutions that come out of it for the betterment and welfare of the country.

I wish all the Members their very best.”

After taking part in an all-party meeting convened by Lok Sabha Speaker Om Birla ahead of the winter session at Parliament, Prime Minister Narendra Modi on Saturday said that he "looked forward to a productive Parliament session".

The meeting was organised at 3:30 PM in the Parliament Library Building in New Delhi. The winter session of Parliament will commence from November 18 and continue till December 13.

The meeting was attended by leaders across parties. Among the attendees were Parliamentary Affairs Minister Pralhad Joshi and the junior minister in the ministry Arjun Ram Meghwal, Congress leader in Lok Sabha Adhir Ranjan Chowdhury, Trinamool Congress leader Sudip Bandyopadhyay, DMK leader TR Baalu, BSP's Danish Ali, LJP's Chirag Paswan and AIMIM's Asaduddin Owaisi.

Delhi's air pollution was among the issues raised by the MPs at the meeting.

After the meeting concluded, Lok Sabha Speaker Birla said, "There has been a pleasant discussion with the MPs of all political parties, everyone has given the assurance that the session will run smoothly."

Among the bills that are likely to be taken up in the Winter session is on regularising 1,728 unauthorised colonies in Delhi. A bill to penalise people who assault doctors on duty may also be brought. The government will also introduce bills to replace two ordinances, corporate tax rate cuts and ban on e-cigarettes.

The Nehru-Gandhi dynasty starts with the Mughal man named Ghiyasuddin Ghazi. He was the City Kotwal i.e. police officer of Delhi prior to the uprising of 1857, under the Mughal rule. After capturing Delhi in 1857, in the year of the mutiny, the British were slaughtering all Mughals everywhere. The British made a thorough search and killed every Mughal so that there were no future claimant to the throne of Delhi. The Hindus on the other hand were not targeted by the British unless isolated Hindus were found to be siding with the Mughals, due to past associations. The 13th volume of the “Encyclopedia of Indian War of Independence” (ISBN:81-261-3745-9) by M.K. Singh states it elaborately. The Government of India have been hiding this fact.
