The Cabinet is likely to consider Wednesday a proposal to launch a new scheme ‘Operation Green’ with a corpus of Rs 500 crore to aid farmers in times of erratic price fluctuation in tomatoes, onions and potatoes, Food Processing Minister Harsimrat Kaur Badal said Tuesday. Another cabinet proposal to set up a non-banking financial company (NBFC) with an initial corpus of Rs 2,000 crore to meet credit needs of the food processing sector is expected to be taken up in the next week, she said.

“We are seeking cabinet approval for two schemes. I feel the TOP (tomatoes, onions and potatoes) scheme may be taken up in the tomorrow’s cabinet meeting. The NBFC proposal may come up next week,” Badal said on the sidelines of a CII event. The Operation Green or the TOP Scheme is a simple scheme, announced in this year’s Budget, will be implemented on a pilot basis for two years after the Cabinet nod, she said.

Elaborating further, Badal while addressing the event said that the TOP scheme will focus only on three produce tomatoes, onions and potatoes. Three clusters for each produce have already been identified. The clusters will be linked directly to the markets. The state governments will be roped in. The subsidy will be given for setting up of storage facility near the consumption centres, she said.

The idea is to move the produce to a consumption base during glut and before the prices fall and affect farmers income, she added. The Operation Greens aims to promote farmer producers organisations, agri-logistics, processing facilities and professional management. With regard to the proposed NBFC, the minister said, “We are in the final stage of the proposal and it will come most probably in next cabinet meeting”.


“We will roll out our own financial institution which will not only lend to food processing sector but will also work in different ways in capacity building, in risk assessment and senstising the banks.” The proposed NBFC will be set up with an intial corpus of Rs 2,000 crore and the government will invest Rs 400 crore in it, she said, adding that partners will be roped in through the bidding process.

Asserting that the NDA government has focused a lot on food processing sector, the minister quoting the industry sources said that the level of food wastage has come down by up to 8 per cent on account of several steps taken over last four years. Mega food parks, backward and forward linkages and clusters are being created under the Rs 6,000 crore Pradhan Mantri SAMPADA (Scheme for Agro-Marine Processing and Development of Agro-Processing Clusters) Yojana, she said.

Already 15 mega food parks have been set up and are operational. About 280 cold chains are also in place and 60 per cent of them are functioning. 50 more cold chains are expected to be created, the minister said. “When our food security is under threat, that’s when cold chain and the storage facilities play a crucial role to ensure not only prices stay under control but there is enough food

3. Rs 500 crore allocated for 'Operation Green'  : The Hindu : Business Line

The Finance Minister Arun Jaitley in his budget speech, has announced Operation Green on the lines of Operation Flood for enhancing the production of tomato, onion and potatoes. A sum of Rs 500 crore has been allocated for this new measure.

Jaitley also announced that for the forthcoming Kharif season, the Minimum Support Price (MSP) for crops will be 1.5 times the cost incurred by farmers. This will help increase farmers' income.

He also said that 470 Agriculture Produce Market' Committee (APMC) promoted markets would be connected to the e-nam market platform, and 22,000 Gramin agriculture markets will also be developed.

Populist measures :

Agriculture expert, Jagadish Sunkad, said that the Finance Minister has announced a lot of populist measures for agriculture, therefore the fineprint of the budget is awaited for understanding the true impact of the measures.

Linking of MSP with the cost of cultivation is unusual measure as the cost of cultivation of crops varies across the country. How this linkage would be executed is a atter of wait and watch, he said.

Sunkad, who has been a consultant with ADB said that linking of e-nam market platform with APMCs is a farce as no data on the performance of the market platform has been disclosed. On the other hand, farmers are still selling their produce through commission agents.

The budget has also increased the credit to agriculture sector from Rs 10 lakh crore to Rs 11 lakh crore. But the farmers of the country are already reeling under past debts. Are the farmers in a position to take new debts? he asked.


4. Operation Green is Modi government’s TOP priority : The Print

Operation Green had not even been planned at the time of Arun Jaitley’s 2018 budget speech, although he allotted Rs 500 crore for it.

New Delhi: At a recent pre-election rally in Karnataka, Prime Minister Narendra Modi said that farmers were his ‘TOP’ priority. By ‘TOP’, Modi said he meant Tomato, Onion and Potato.

“Keeping these farmers in my mind, we announced Operation Green in the Budget… Operation Green will assure incomes for tomato, onion, potato,” he said, days after Finance Minister Arun Jaitely had presented the budget for 2018-19 and announced a Rs 500-crore outlay for Operation Green.

But details of the programme which grabbed the headlines had not even been formulated when the announcement was made and are still being worked out by officials, ThePrint has learnt.

“A structured discussion on the scheme began after the budget was announced,” Jagdish Prasad Meena, secretary in the Ministry of Food Processing Industries, told ThePrint

“There must have been some discussions between the finance minister and prime minister,” said another senior official in the ministry.

“It (Operation Green) was announced in the budget and now the ministry is mandated to implement it. But right now there is no scheme. Stakeholders consultations will take place and then a scheme will be made,” he added.

The implementation of the scheme is likely to take time, as it will only be launched by April.


Present status

The ministry is at present consulting stakeholders to decide what shape the scheme will take.

“For Operation Green, right now, we are only consulting with the various stakeholders-state governments, farmers, existing farmers producers organisations (FPOs), experts, scientists. Based on their input we’ll formulate the program,” said Meena.

The ministry has identified 15 states that lead in the production of ‘TOP’.

A major challenge is that the current varieties of TOP are not suitable for processing. To fix this, the ministry plans to hold talks with the industries and convey their needs to farmers.

“The next step would be to circulate a spending finance committee note for taking the approval of the competent authority, which is required for a scheme with an expenditure of Rs 500 crore,” said Meena.

By the end of March 2018, the ministry aims to take the approval of an inter-ministerial committee, after which the scheme can be launched in April.


What is Operation Green?

According to the budget announcement, Operation Green will be modelled on the successful “Operation Flood”. It will use farm produce companies to manage the price volatility of perishables like TOP.

“Operation Green will help regularise supply of TOP so that the market does not face a glut,” said a senior NITI Aayog official who works on farm issues.

The government aims to create processing facilities to use excess produce.

“The government is looking at compressing the supply chains and creating appropriate climate infrastructure for natural preservation of tomatoes, onions and potatoes, promoting FPOs, agri logistics processing facilities, and professional management,” Food Processing Minister Harsimrat Kaur Badal told reporters recently.


Old wine in new bottle? NO, NOT ...

Over the years, the government has come up with similar programmes such as the Pradhan Mantri Kisan SAMPADA Yojana, which was launched in 2016. Officials, however, claim that Operation Green is overarching and is specifically targeted at TOP, unlike SAMPADA.

“The targeted programmes earlier were not executed in a holistic manner. Operation Green ties the two ends and also the consumer. It is an end-to-end solution,” said Meena

The NITI Aayog official agreed that with Operation Green gaps in the value chain logistics from farm gate to delivery point will be narrowed, with respect to pack houses, cold chains and primary processing facilities.
