ATL is an approach of Central government of India to create an environment of scientific temperament, innovation, creativity amongst Indian Students. It is a step towards a new India.


Since the last few decades, our education system has seen a paradigm shift. Today, with this approach of inculcating Hands on Methodology in the current education scenario we have resolved the need of the hour.


ATL lab would teach students essential 21st-century skills which will help them in developing their professional and personal skills. Skilled India is the need of the hour and each step taken this dream should be welcomed and we should work towards it together for a better India.

3. Objectives :-


The objective of this scheme is to foster curiosity, creativity, and imagination in young minds and inculcate skills such as design mindset, computational thinking, adaptive learning, physical computing etc. Young children will get a chance to work with tools and equipment to understand what, how and why aspects of STEM (Science, Technology, Engineering, and Math).

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval for establishment of Atal Innovation Mission (AIM) and Self Employment and Talent Utilisation (SETU) in NITI Aayog with appropriate manpower.

Establishment of AIM and AIM Directorate would result in implementation of Mission activities in a focussed manner. This would be a focal point for innovation and entrepreneurship in the country.


The details are as follows:-

(i) The Mission would be guided by a Mission High Level Committee (MHLC) which will take all decisions relating to approval of requisite guidelines including Grand Challenge areas, prize money and implementation of various elements of AIM and SETU.

(ii) NITI Aayog will hire Mission Director and other appropriate manpower.

(iii) The headquarter of the Mission will be New Delhi.


Background :-

With a view to give substantial boost to the innovation ecosystem and to catalyse the entrepreneurial spirit in the country, Finance Minister in his Budget Speech 2015-16 announced the Government's intention to establish the Atal Innovation Mission (AIM) and a mechanism to be known as SETU in NITI with an initial sum of Rs. 500 crore and Rs. 1000 crore respectively. As a follow up of Budget announcement, NITI Aayog constituted an Expert Committee on Innovation and Entrepreneurship under the Chairmanship of Prof. Tarun Khanna, Director, South Asia Institute, Harvard University, USA to work out detailed contours of AIM and SETU. The Committee in its report made wide ranging recommendations for the short-term (where action can be taken relatively quickly to deliver almost immediate payoffs), medium-term (that can be addressed within a 5-7 years time frame) and long-term, which are likely to have long gestation period, but will lead to a profound transformation in the entrepreneurial fabric of the country. The Committee also emphasized the need to establish clear systems to monitor implementation, execution, and impact.

The AIM and SETU are being initiated as a follow up of Union Budget 2015-16 announcements. The proposal was considered by EFC on 28th August, 2015, and it was observed that AIM is a Mission and SETU is an approach. Therefore, there should be one umbrella scheme titled as 'AIM' which will have two sub-components - i) Innovation; and ii) SETU, wherein the innovators would be supported and mentored as successful entrepreneurs.


Objective

Atal Innovation Mission (AIM) including Self-Employment and Talent Utilization (SETU) is Government of India’s endeavour to promote a culture of innovation and entrepreneurship. Its objective is to serve as a platform for promotion of world-class Innovation Hubs, Grand Challenges, Start-up businesses and other self-employment activities, particularly in technology driven areas.

The Atal Innovation Mission shall have two core functions : -


Entrepreneurship promotion through Self-Employment and Talent Utilization, wherein innovators would be supported and mentored to become successful entrepreneurs.

Atal Innovation Mission - Driving Innovation At Grassroots Level :-


In August 2016 under the purview Startup India campaign, India’s innovation took a giant leap forward, with a jump in the Global Innovation Index rankings. India was ranked number 66 in 2016 compared to 81 in 2015, a progress of 16 spots. Apart from this India also continued to maintain pole position in Central and South Asia.

Prime Minister Modi unveiled his ‘Startup India, Standup India’ Plan, in January 2016. The Startup India Action Plan facilitated for the launch of Atal Innovation Mission (AIM) with Self-Employment and Talent Utilization (SETU) Program in order to foster innovation. The Atal Innovation Mission (AIM) was launched to serve as a platform for promotion of world-class Innovation Hubs, Grand Challenges, Startup businesses and other self-employment activities, focussed on technology driven areas.


The AIM was stated to have two core functions : -

Entrepreneurship promotion through Self-Employment and Talent Utilization (SETU), wherein innovators would be supported and mentored to become successful entrepreneurs.

Innovation promotion by providing a platform where innovative ideas are generated.

For the same the government proposed establishment of sector specific incubators, establishment of 500 Tinkering Labs, pre-incubation training in collaboration with various academic institutions, strengthening existing incubation, and providing Seed funding to potentially successful and high growth startups.


The AIM also prescribed to harness private sector expertise to set up incubators, organise annual challenges to foster innovation.

As per the most recent Startup India Action Plan Status Report dated April 15, 2017, NITI Aayog has selected 457 schools for establishing Tinkering Labs. Out of these selected schools, 350 Tinkering Labs have received an aiding grant of INR 12 Lakh each.


With regards to establishment of new incubators in institutions and as well as in the private sector, NITI Aayog has approved 10 institutes to establish new incubators in the grant of INR 10 Cr each. In February 2017, NITI Aayog’s Atal Innovation Mission selected six institutions to promote startups in India, to provide them with funding for scale up support. The selected incubators will receive $1.4 Mn (INR 10 Cr) each over a span of two years.

The report suggests that grant-in-aid of INR 10 Cr would be provided to each Established Incubator Centre (EIC) for a maximum of 5 years. This is aimed to cover the capital and operational costs of running a centre. To date as per the most recent status report six established incubators have received the scale-up grant of INR 2.5 Cr as first instalment.

1.Dedicated fund :-


A dedicated fund of Rs 10,000 crore will be created for funding of startups.

2.Exempted from paying income tax on their income :-


Startups will be exempted from paying income tax on their income for the first 3 years.

3. Venture capital investments :-

Capital gains tax to be exempted for venture capital investments.

4. Exit within 90 days :-



Startups can now exit within 90 days.

5. Reduction in patent fee :-


Eighty per cent reduction in patent fee announced for startup businesses.

6. 'Prior experience and turnover' :-


Startups in manufacturing sector shall be exempted from criteria of 'prior experience and turnover'.

7. ​Self-certification :-


Self-certification based compliance system in respect of 9 labour and environment laws introduced for startup business

8. Sector-specific incubators :-


Sector-specific incubators, 500 tinkering labs will be set up under Atal Innovation Scheme.

9. Atal Innovation Mission :-


Atal Innovation Mission will be founded to give impetus to innovation and encourage talent among the youth.

10. Credit guarantee scheme :-

The Nehru-Gandhi dynasty starts with the Mughal man named Ghiyasuddin Ghazi. He was the City Kotwal i.e. police officer of Delhi prior to the uprising of 1857, under the Mughal rule. The British made a thorough search and killed every Mughal so that there were no future claimant to the throne of Delhi. Ghiyasuddin Ghazi apparently used to reside on the bank of a canal (or Nehr) near the Red Fort. Thus, he adopted the name ‘Nehru’ as the family name. Through out the world, we do not find any descendant other than that of Gangadhar, having the surname Nehru. The 13th volume of the “Encyclopedia of Indian War of Independence” (ISBN:81-261-3745-9) by M.K. Singh states it elaborately. The Government of India have been hiding this fact.
