The Prime Minister, Shri Narendra Modi, today interacted with all Secretaries to the Government of India, at Lok Kalyan Marg.

Union Ministers Shri Rajnath Singh, Shri Amit Shah, Smt. Nirmala Sitharaman and Dr.Jitendra Singh, were present on the occasion.

Initiating the interaction, the Cabinet Secretary, Shri P.K. Sinha, recalled how the Prime Minister has interacted directly with all officers upto Director/Deputy Secretary level, in the previous tenure of the Government.

Looking forward, the Cabinet Secretary mentioned two important tasks which would be placed before Sectoral Groups of Secretaries: (a) A five year plan document for each Ministry, with well-defined targets and milestones. (b) A significant impactful decision in each Ministry, for which approvals will be taken within 100 days.

During the interaction, various Secretaries shared their vision and ideas on subjects such as administrative decision-making, agriculture, rural development and Panchayati Raj, IT initiatives, education reform, healthcare, industrial policy, economic growth, skill development etc.

During the interaction, the Prime Minister recalled his first such interaction with the Secretaries, in June 2014. He said the recent General Elections, have been marked by pro-incumbency, for which credit must go to the entire team of officials, which worked hard, conceived schemes, and delivered excellent results on the ground, over the last five years. He said the Elections this time have been marked by a positive vote, which emerges from trust that the common man feels, based on his day-to-day experiences.

The Prime Minister said that the Indian voter has outlined a vision for the next five years, and this is now an opportunity before us. He said that the huge expectations of the people should not be viewed as a challenge, but an opportunity. He said the mandate reflects the will and aspirations of the people to change the status quo, and seek a better life for themselves.

Speaking of the demographic dividend, the Prime Minister said it is essential that the demographics be utilised efficiently. Every department of the Union Government, and every district of each State has a role to play in making India a 5 trillion dollar economy, he said. He touched upon the importance of the “Make in India” initiative, and the need to make tangible progress towards this end.

The Prime Minister said that India’s progress in “Ease of Doing Business”, should reflect in greater facilitation for small businesses and entrepreneurs. He said the each Ministry of the Government should focus on “Ease of Living.”

The Prime Minister said water, fisheries, and animal husbandry, will also be important areas for the Government.

He said that during the interaction today, he has seen that Secretaries have vision, commitment and energy to take the country forward. He said he is proud of the team. He urged everyone to use technology to improve outcomes and efficiency in each department.

The Prime Minister said that all departments must seek to leverage the upcoming milestone of 75 years of independence, which can inspire people to make a contribution for the betterment of the country. He urged everyone to hit the ground running, to fulfil the aspirations of the people.

Prime Minister Narendra Modi on Monday met all the Secretaries of the Government of India on their respective PWD. Union Ministers Rajnath Singh , Amit Shah, Nirmala Sitharaman and Dr. Jitendra Singh were also present on this occasion .

In the beginning of the conversation, Cabinet Secretary PK Sinha recalled how the Prime Minister interacted directly with all officials of the Director / Deputy Secretary level during the previous tenure of the government.

Following his talk, the Cabinet Secretary mentioned two important works which will be placed before Secretary of the Secretaries: (A) A five year plan document for each ministry which has well-defined targets and milestones. (B) An important decision in each ministry, for which approval will be taken within 100 days.


Meanwhile, various secretaries shared their vision and views on administrative decisions, agriculture, rural development and Panchayati Raj, IT initiatives, education reform, health care, industrial policy, economic development, skill development etc.

During the meeting, Prime Minister Modi recalled his first such talk with the secretaries in June 2014. Maintaining that poverty alleviation and water sector are the core focus areas of his government, Prime Minister Narendra Modi on Monday asked India’s top bureaucrats to prepare a roadmap in order make the country a $5 trillion economy with “ease of living” by 2022, officials with direct knowledge of the matter said.

In an extensive interaction with secretaries of various union ministries and departments on Monday evening, Modi asked them to encourage people’s participation in key policy planning. “We should take expectations of people as opportunity for us to work even harder. Expectations show that people are eager and also have the urge to transform the nation,” said one of officials quoting the PM.

Modi congratulated the bureaucrats for their stupendous governance efforts that were reflected in the 2019 Lok Sabha polls, which was a vote for “pro-incumbency”, which indicated that the people were happy with the work of the government, the officials said. For that, a large part of the credit goes to the officials who have delivered on the various governance targets during the last five years, the PM was quoted as saying.

He urged them to increase the use of technology in governance, which would enhance effectiveness, efficiency and reduce corruption and asked them to give importance to the “aspirational districts” across the nation.

In January last year, Modi had launched the “aspirational district programme” to transform the districts that have shown relatively less progress in key development sectors.

The secretaries made several suggestions to achieve Modi’s vision for a New India by 2022, when the country will celebrate 75 years of Independence. They also spoke about deliverables in the coming 100 days, the officials said. This was PM’s first meeting with top bureaucrats after he assumed office for the second term last month.

In his previous stint, he had been directly interacting with secretaries, who are the key bureaucrats that help the government in framing policies and implementing them.

Speaking at the meeting on Monday, cabinet secretary PK Sinha said that PM had been interacting directly with all officers up to director and deputy secretary levels in the previous tenure of the Government.

The interactions were mainly focused on officers’ ideas and experiences on various governance issues such as digital and smart governance, administrative procedures and accountability, transparency, doubling of farmers’ income, skill development, consumer rights and environment protection.
