Prime Minister Shri Narendra Modi, today, administered the National Unity Day Pledge at Statue of Unity in Kevadia, on the occasion of Rashtriya Ekta Diwas. He also reviewed the Rashtriya Ekta Diwas parade presented by various police contingents from all over the country.
Since 2014, 31st October is observed as Rashtriya Ekta Diwas and people from all walks of life participate in the Run for Unity, across the country.
Flag bearers from all States and Gujarat Student Cadet Corps presented the drill on ‘Ek Bharat Shreshta Bharat’ to the Prime Minister. Police forces including NSG, CISF, NDRF, CRPF, Gujarat Police and Jammu & Kashmir police presented separate demonstrations of their forces in front of the Prime Minister.
Later, Prime Minister inaugurated the Technology Demonstration Site in Kevadia. He visited the stalls by the police forces showcasing modern technologies on a variety of themes ranging from aviation security, modernization of police forces etc.

Prime Minister Narendra Modi today lauded India’s rich diversity and thousands of years old ways of life which help in National Unity and in our resolve to stand united.
He was addressing on the occasion of the Rashtriya Ekta Diwas, to commemorate the Birth Anniversary of Sardar Vallabhbhai Patel, at Kevadiya today.
“We have our pride in our Unity in Diversity. We derive our respect and identity out of it” he said.
“We celebrate our Unity in Diversity. We don’t find any contradictions in our diversity, rather we find a strong thread of Unity in it”
“The celebration of diversity, the festival of diversity actually touches the chord of unity in our hearts”, he said.
“When we respect our different ways of life & traditions then the feeling of harmony and brotherhood would develop further; hence at every moment we have to celebrate our diversity and this is nation building”
He said, “This diversity is one such power of India, which cannot be found anywhere else in the World. Shankara coming from south India, had established monasteries in the north and Swami Vivekananda from Bengal attained knowledge at Kanyakumari in the south.”
“Here Guru Gobind Singh born in Patna established the Khalsa Panth in the Punjab and A P J Abdul Kalam who was born in Rameshwaram attained the highest post of the country in Delhi”
Referring to the phrase “We the People of India” in the Preamble of the Indian Constitution, he said “this is not a mere phrase at the beginning of the constitution but the representation of the thousands of year old fabric of life in India. “
“When Sardar Patel was on the herculean task of integrating more than 500 Princely states into India, it was this magnetic power which attracted most them into the country”
He said today India’s good will and influence is on the rise in the comity of nations and that this is due to our Unity.
“Today the entire world takes India seriously and that is due to our national unity. If India is one of the biggest economies in the World, it is due to our national unity”, he said.
Prime Minister said, “Those who cannot win wars against us, they are challenging our unity. But they forget, despite yearning for ages, none has been able to vanquish the spirit of unity within us”.
He said, “With the blessings of Sardar Patel, the country has taken a major decision a few weeks ago to defeat such separatist forces, that is to abrogate the Article 370”
Prime Minister Narendra Modi said that the Article 370 of the Indian Constitution only gave separatism and terrorism to Jammu & Kashmir.
He said for decades the presence of this article only erected an artificial wall of schism between the people of the country.

“In the entire country, Jammu and Kashmir was the only place where this Article 370 existed” he said.
He said, “In the last three decades more than 40,000 people lost lives due to terrorist activities, several mothers lost their children, sisters lost their brothers and kids their parents”.
Prime Minister said, “Once Sardar Patel commented that if the issue of J&K were left to me, it would not have taken this long to resolve it. “
He said, “I dedicate the decision of abrogation of Article 3790 to Sardar Vallabhbhai Patel on his birth anniversary”
“I am happy that this decision of ours, would now lead Jammu & Kashmir and Ladakh towards a bright future and on the path of progress.”
Referring to the recent Block Development Council elections in Jammu & Kashmir, the Prime Minister said, “the voter turn around was more than 98%. The voters who are Panchs and Sarpanchs have turned out in large numbers to cast their ballot and that this gives a huge message.”
Prime Minister said, “Now the era of political stability would begin in Jammu & Kashmir. The game of forming governments for individual selfish reasons would end and that the feeling of discrimination on regional lines would also diminish”
“An era of true participation in the cooperative federalism would begin in the region. New Highways, new railway lines, new schools, new colleges, new hospitals would take Jammu & Kashmir to new heights of progress”
Referring to the progress being made in the North – East, the Prime Minister said “Today the separatist tendencies in the North East are moving towards assimilation and progress. Decades old problems are now finding solutions. Entire North –East is today finding itself free of decades old violence and blockades”
He said, “With the inspiration drawn from the work of Sardar Patel, we are providing a fillip for the complete emotional, economic and constitutional integration of the country. This is one such effort, without which we cannot visualise a strong India in the twenty first century.”
Referring to the ideals of Sardar Patel, the Prime Minister said, “Unity of Purpose, Unity of Endeavour and Unity of Aims are essential for the stability of country and that this was the ideology of Sardar Patel, that we have an egalitarian attitude in our objectives, purpose and targets”

Interacts with Officer Trainees of the 94th Civil Services Foundation Course at Aarambh Conference in Kevadia
Prime Minister Narendra Modi interacted with 430 officer trainees of the 94th Civil Services Foundation Course jointly organized by the Department of Personnel and Training and the Lal Bahadur Shastri National Academy of Administration, Mussoorie in Kevadia, Gujarat.
The Prime Minister was briefed on Aarambh (Beginning) – the first of its kind week long unique comprehensive foundation course. In a lively interactive session, officer trainees gave presentations on 5 thematic areas namely Agriculture and Rural Empowerment, Health care reforms and policymaking; sustainable rural management techniques, inclusive urbanization and future of education.
The Prime Minister was also briefed on the highlights of the various sessions conducted on topical issues by World Bank Chairman Mr. David Malpass, Principal Secretary to the Prime Minister, Cabinet Secretary, scholars and analysts from the Institute of Future and University of Diversity.
In the interactive session which followed, PM noted that it was indeed praise-worthy that this course was being organized on 31st October, the birth anniversary of Sardar Vallabhbhai Patel, who is considered the founding father of Indian Civil Services.
“The Indian Civil Service owes a lot to Sardar Patel. From here in Kevadia, where the ‘Statue of Unity’ is, may we all find inspiration and vigour to do something for our nation. Let us work towards making India a five trillion dollar economy” he said.
Prime Minister described the Aarambh Foundation course as a unique future centric one with the potential to bring about a paradigm shift in administration.
“This course, Aarambh, is nation-centric and future-centric. It will usher a paradigm shift in administration, whereby people stop working on silos. Instead, people work together and in a comprehensive manner”
Exhorting the trainees to change the way they look at things, he said sometimes change in terminology also helps in changing the perspective.
“Let’s change how we look at things. Even something like a changed terminology helps. Earlier, people would keep saying backward districts. Today we say- aspirational districts. Why should any posting be a punishment posting. Why not see it as an opportunity posting”
While appreciating the commitment shown by the officer trainees and their new ideas, Prime Minister expressed hope that the exposure provided by this unique training course on global best practices and technologies, will prove to be beneficial in their careers ahead in policy making and public administration.
He said that they should strive to remove silos and hierarchies in the system. “The presence of silos and hierarchy doesn’t help our system. Whoever we are, wherever we are, we have to work together for the nation”

Prime Minister Narendra Modi addressed a gathering of over 430 Civil Service Probationers, Officers and others at the Statue of Unity, Kewadiya, on the occasion of the RashtriyaEktaDiwas today.
The Probationers in a separate interaction with the Prime Minister earlier made presentations on various thematic areas viz. Agriculture and Rural Empowerment, Health care reforms and policymaking; sustainable rural management techniques, inclusive urbanization and future of education
In his address the Prime Minister said, “This kind of combined foundation course of various civil services in country is in a way the beginning of a new chapter in civil services in India. Till now you had your training at different centres like Mussoorie, Hyderabad and other places. And like I said before you were being cast into various silos – the way in which bureaucracy works – at the initial stage of your training itself. “
Appreciating the effort, he said. “The actual integration of Civil Services is happening in a proper way now with all of you.This Aarambh is a reform in itself. This reform is not limited to the integration of training alone. This is also to expand the outlook and approach and also to have a wider exposure. This is the integration of civil services. ThisAarambh is happening with you.”
And as a part of it the officer trainees were made to interact with the Social and Economic Global leaders and experts, he said.
Prime Minister Narendra Modi said that it was the vision of SardarVallabhbhai Patel to make Civil Services an important tool in the nation building.
“To make all civil services an important medium in the Nation Building and progress was the vision of SardarVallabhbhai Patel. To realise this vision, Sardar Patel had to face many a challenge.
It was the common feeling then that how can those officers who played a major role in suppressing the freedom movement, can now be utilised for the development of the nation. But Sardar Patel with his vision believed in the system that it had the potential to take the country ahead.”
“The same bureaucracy helped integrate princely states into the country”
Prime Minister shared with the probationers as to how Sardar Patel demonstrated many a time that to bring about a change in the common man’s life there is a necessity of a strong will & determination.
“About 100 years ago he put the reforms of Ahmedabad’s municipality in placewithin10 years with limited resources and proved his capability. “, he said referring to Sardar Patel’s abilities.
Prime Minister said, “And with this vision Sardar Patel drew the contours of the Civil Services in Independent India.”
Prime Minister Narendra Modi exhorted the probationers to make every effort with impartiality and in true spirit of selflessness.
“Every effort that is made with impartiality and selflessness is a strong foundation for New India.”
“In order to fulfil the vision and dreams of New India, our bureaucracy should have the thinking and approach of the 21st century. We need a bureaucracy that is Creative & Constructive, imaginative &innovative, Proactive and polite, Professional and progressive, Energetic and enabling, Efficient and effective, Transparent and Tech enabled” Prime Minister said.
He said most of the senior bureaucrats could achieve a lot even there was scarcity of resources like roads, vehicles, telephones, railways, hospitals, schools, colleges etc.
“Today it is not the same. India is making towards enormous progress. We have enormous youth power, enormous modern technology, and no dearth food resources. You now have major opportunities and responsibilities, You have to increase the capacity of India and its stability should be strengthened.”
Prime Minster said that the probationers should dedicate themselves to the service of the nation.
“You have not come on to this path for a career or merely for a job. You have come here for service. With a mantra of SevaParamodharam”
“Your every action, one signature will effect lakhs of lives.Your decisions would be local and regional but their perspective should be national. You should always think as to how your decision would affect nation.”
“Your decision should always be based on two basic principles. One is of Mahatma Gandhi where he said whether your decision would be of any value to the last man in the lowest rung of the society and second on whether our decision would contribute to the country’s unity, stability and its strength.”
Prime Minister described the condition of more than 100 aspirational district which have been neglected on all fronts how they were lead into disillusionment.
“More than 100 districts have lost the race in development and are now aspirational districts. They have been neglected at all stages and this lead to disillusionment in the country. Now their development had become more difficult. Now we are trying to work on every aspect of HDI. We are trying to implement all policies with the help of technology. Now you have to work hard on this.We should develop these aspirational districts. “
He asked the probationers to work on one problem at a time and find a total solution to it which will increase in turn the confidence of the people and their participation.
“In our enthusiasm and anxiety we try to work on many fronts and hence dilute our resources. Instead you work on one issue. Find solution to it. One district One Problem and Total solution. Reduce one problem. Your confidence will improve and people’s confidence will also increase. It will increase their participation in programmes.”
He requested the young probationers to work with clean intent and be accessible to the public
“You should display soft power instead of hard power. You should be easily accessible to the public.You should work with clean intent. You might not have solution to all problems but you should atleast be willing to listen. Common man in this country is many a time satisfied if his problem is properly heard. He wants respect and dignity and a proper platform to convey his issues. “
He asked them to develop proper feedback mechanisms so that they can make right decisions. “In any system, in any bureaucracy inorder to be effective you should have a proper feedback mechanism. You should be able to get the feedback from your opponents too and this would increase the depth of your perspective and will help you make reforms. “ he said
Prime Minister exhorted the civil service probationers to work with technological solutions and help country achieve the 5 trillion dollar economy.
The Probationers in a separate interaction with the Prime Minister earlier made presentations on various thematic areas viz. Agriculture and Rural Empowerment, Health care reforms and policymaking; sustainable rural management techniques, inclusive urbanization and future of education.
