This is a good news to our brave daughters, says Modi in I-Day speech


Prime Minister Narendra Modi on Wednesday announced in his Independence Day address that women officers in the military would get permanent commission on a par with their male counterparts. Details will be issued shortly, official sources said.

“From the ramparts of the Red Fort today, I announce this for the lakhs of daughters who wear the uniform and want to work for the country. This is my gift for them today,” Mr. Modi said.

Permanent commission exists for women in select areas in the military. However, Mr. Modi’s speech makes it clear that the government wants to expand these categories. “I want to give good news to our brave daughters. Women officers who have been selected through the short service commission in our
defence forces will get the opportunity for a permanent commission,” Mr. Modi said.


Many women officers have taken the legal route demanding permanent commission, and in April, the government told the Supreme Court that it was open to it. The contours of implementation are being finalised by the Defence Ministry, an official source said.

Official figures :

Going by the official figures available in March, the Army has 1,561 women officers, the Air Force 1,594 and the Navy 644.

So far, women officers are recruited mostly on short service commission for 14 years and permanent commission is allowed in select streams, which means they are not eligible to get pension.

The Army is the most reluctant in granting it. While women are given commission in all arms and services other than infantry, mechanised infantry, armoured and Artillery, permanent commission is currently limited to education, legal branches apart from medical and dental services. These two streams were opened for permanent commission in all three services in 2011.

Anna Rajam Malhotra, 91, joined civil services in 1951 and opted for the Madras cadre

India’s first woman IAS officer after Independence, Anna Rajam Malhotra, who served in the Madras State under then Chief Minister C. Rajagopalachari and at the Central government, died in Mumbai on Monday. She was 91.

Born Anna Rajam George in Kerala’s Ernakulam district in July 1927, she moved to Chennai after her schooling in Kozhikode to pursue higher education at the University of Madras. She later married R.N. Malhotra, who served as Governor of the Reserve Bank of India from 1985 to 1990.

Ms. Malhotra joined the civil services in 1951 and opted for the Madras cadre. Though the interview board sought to convince her that the Foreign Service and the Central Services were “suitable for women”, she insisted on joining the civil service.

Set an example

In an interview to The Hindu in 2012, she recalled that Rajaji was in principle against women entering public service and was not keen to post her in the field.


“He was convinced that I would be unable to handle the law and order situation,” she said, adding that she had argued that she should be given a chance to prove herself. Much later at a public meeting, Rajaji had cited her as an example of progressive women.

Ms. Malhotra, who was trained in horse riding and shooting, was first posted in Hosur as a Sub Collector. During her tenure, she refused to issue orders to kill six elephants that had entered a village. Instead, she successfully managed the operation to drive the pachyderms back to the forests.

The officer worked under seven Chief Ministers and also with Rajiv Gandhi, when as an MP in 1982, he was in-charge of the Asian Games project in Delhi. Ms. Malhotra also accompanied former Prime Minister Indira Gandhi on an eight-nation tour and had served in the personnel section of the Union Home Ministry.

First computerised port :

She also successfully executed the construction of India’s first computerised port Nhava Sheva (Jawaharlal Nehru Port) in Mumbai as its chairperson.

Interestingly, when she joined service, the rules said, “In the event of marriage, your service will be terminated.” However, the rules were changed thereafter.

Paying tributes to Ms. Malhotra, retired Tamil Nadu cadre IAS officer Santha Sheela Nair said: “She was a great lady and she was my role model. Whenever people appreciated me, they used to say my actions resembled hers a lot.”

"The BJP-Modi model of woman empowerment derives its inspiration from Indian civilisational values"

As we celebrate International Women’s Day in the 21st century, the need for empowerment of women is an idea that everyone acknowledges as important. However, following up ideas and ideals with actions is of prime importance. In this, Prime Minister Narendra Modi leads the way.

Modi has always been a vocal proponent of women empowerment. In a refreshing break from the earlier unimaginative governance paradigm of handing out nine LPG cylinders or twelve, Modi has now ensured more than three crore women are living smoke free lives due to the Ujjwala Yojana. More than six crore toilets have been built to make sanitation safer and more accessible, directly impacting the health and dignity of women. This is not a culture of temporary handouts that keeps people dependent on the government but is a culture of true and irreversible empowerment.

The success and transformation that Beti Bachao Beti Padhao has brought, both in attitudes and in outcomes, will be remembered fondly by history. Under Swachh Vidyalaya, many schools saw separate toilets being built for girls, to reduce girls dropping out of schools. Mudra and Jan Dhan have brought formal financial inclusion and entrepreneurial opportunities to crores of women. While these are policies and programmes that boost women empowerment, there is another notable transformation that has happened – the preponderance of women in positions of power.

Indian civilisation has produced Rani Laxmibai of Jhansi, Rani Chennamma of Kittur, Maharani Ahilyabai Holkar and many more inspirational women leaders. As the flag-bearer of Indian civilisational values, BJP has championed political empowerment of women, in governance or within the party organisation itself.

Today the Cabinet Committee on Security, that deliberates upon matters of national security, has two women. This first was possible because of another historic first – for the first time, India saw a woman become full time defence minister in Nirmala Sitharaman..

Modi’s government also has six female Cabinet ministers, perhaps the highest number of women in the Cabinet ever. This sends a powerful signal to millions of young women that there is no domain that a woman cannot enrich and there are no barriers that can stop them.

Modi has often called for increased participation of women in politics from panchayat to Parliament. This practice clearly begins at home for him and the party. It is a heartening fact that the 16th Lok Sabha has the privilege of having the highest ever female MPs. Almost half of women Lok Sabha MPs belong to BJP. We also have women governing local bodies. In the recently concluded UP Nagar Nigam Elections, 6 out of 14 elected mayors from BJP were women.

BJP has always been an outspoken votary of giving women their due in the legislature as its record of support for the Women’s Reservation Bill shows. The Vajpayee government had tabled the bill back in 1998 itself, only to see it fail due to lack of support from other parties. However, BJP walked the talk on women’s representation by reserving 33% of positions for women within the party organisation’s committees. Women have also been at the forefront of representing the BJP in the public eye, with many women among its spokespersons.

New India is about enabling women with opportunities to express their innate leadership qualities. The nation will benefit from women’s qualities like excellent management abilities, communication skills, ability to multitask. It will also give a more caring and compassionate edge to the often impersonal realm of governance.

For any little girl out there, new India is the place where she stands an equal chance to lead the nation, as much as anyone else. This, as Modi says, is not just women empowerment but women-led development.

It is a matter of pride that women are increasingly playing a bigger role in the development of the nation, right from cities and villages up to Parliament. It is a matter of even more pride that the Modi led BJP is leading the way, not only in making women-centric policies a focal point of governance but also in ensuring better representation in positions of power.
